Does STLabs need standing admin credentials?

It needs scoped permissions for the actions you enable, and nothing broader. Actions outside that scope are not available to it.

Can it act across more than one cloud?

Yes. Several providers can be connected at once and appear as one inventory.

What stops an automated action doing damage?

Policy guardrails. Each action is either permitted, permitted with approval, or unavailable, and every run is recorded against the ticket that caused it.
